Moving to Melbourne and need to convert your overseas driving licence? This guide explains exactly what the VicRoads process is for your country, how many lessons you'll need, and the fastest way to get your Victorian licence sorted.

I've helped over 1,000 international drivers in Melbourne complete their overseas licence conversion — from India, China, the UK, Philippines, Sri Lanka, South Korea, USA, Nepal and many more. Here's everything I've learned about making the process smooth and fast.

Step 1 — Does Your Country Qualify for Direct Conversion?

The first thing to check is whether your home country has a direct licence conversion agreement with Victoria. If it does, you can convert your licence at a VicRoads service centre without taking a test.

Countries With Direct Conversion (No Test Required)

🇬🇧 United Kingdom  ·  🇺🇸 United States  ·  🇨🇦 Canada  ·  🇳🇿 New Zealand  ·  🇿🇦 South Africa  ·  🇩🇪 Germany  ·  🇫🇷 France  ·  🇳🇱 Netherlands  ·  🇧🇪 Belgium  ·  🇸🇪 Sweden  ·  🇳🇴 Norway  ·  🇩🇰 Denmark  ·  🇫🇮 Finland  ·  🇨🇭 Switzerland  ·  🇦🇹 Austria  ·  🇯🇵 Japan  ·  🇰🇷 South Korea

If your country is on this list, visit a VicRoads service centre with your overseas licence, passport and proof of Victorian residency. VicRoads will cancel your overseas licence and issue a Victorian one. No test required.

Always verify directly at vicroads.vic.gov.au as agreements can change.

Countries That Need a Skills Assessment & Drive Test

If your country is NOT on the direct conversion list — including India, China, Philippines, Sri Lanka, Nepal, Pakistan, Bangladesh, Indonesia, Vietnam, Brazil and most other countries — the process is:

1

Get a Victorian Learner Permit

Pass the VicRoads Learner Knowledge Test (computer-based, 32 questions about Victorian road rules). Book at vicroads.vic.gov.au or visit a VicRoads service centre. Cost approximately $26.

2

Take Professional Driving Lessons

Even if you've driven for years overseas, Victorian road rules have specific differences — left-hand driving, hook turns, tram rules, give-way rules at roundabouts. Most overseas drivers need 4–10 lessons to adapt.

3

Complete Your Logbook Hours

You need 120 supervised hours including 20 night hours. If you held a full licence overseas for 12+ months, VicRoads may reduce the logbook requirement — check at vicroads.vic.gov.au.

4

Book & Pass Your VicRoads Drive Test

Book at vicroads.vic.gov.au. Cost approximately $41.50. You can hire our car for the test from $150. Most Freshers overseas students pass on their first attempt.

How Many Lessons Do You Actually Need?

Based on 1,000+ overseas conversions, here's what I see:

  • Experienced drivers from left-hand traffic countries (India, UK, Australia-adjacent) — typically 4–8 lessons. Main focus: Victorian-specific rules, hook turns, tram stops, roundabout give-way.
  • Experienced drivers from right-hand traffic countries (China, USA, Europe) — typically 6–12 lessons. Adjusting to left-hand driving, keeping correct road position, and Victorian-specific rules all take time to automate.
  • Drivers who haven't driven in 2+ years — 8–15 lessons, regardless of country. Driving skills fade without practice.
  • Drivers who've never driven on freeways or multi-lane roads — add 3–5 lessons specifically for Melbourne's freeway system.

The Victorian Road Rules International Drivers Most Often Get Wrong

  • Hook turns in Melbourne CBD. At certain CBD intersections, you must turn right from the left lane. This exists nowhere else in Australia. If your test is in the CBD, you need to know this cold.
  • Tram stop rules. You must stop behind a stationary tram when passengers are boarding or alighting — not alongside it. This applies even if there's no island platform. Many international drivers have never encountered this rule.
  • Give-way at roundabouts. In Victoria, you give way to vehicles already IN the roundabout. In many countries the opposite applies. This is a very common fail point.
  • School zones — 40km/h applies even if children aren't visible. The 40km/h zone applies during school hours regardless of whether you can see children.
  • Road position. Drivers from right-hand traffic countries often drift toward the centre line — an automatic fail if the examiner sees it.
