Getting your learner’s permit is the very first step on your journey to a full Victorian driver licence — and it’s simpler than most people think. This step-by-step guide covers everything you need to do, from studying for the knowledge test to walking out of VicRoads with your permit in hand.
Step 1: Check You Meet the Eligibility Requirements
- Age: You must be at least 16 years old
- Residency: You must be an Australian resident or citizen
- Vision: You must meet the minimum vision standards
- Existing licence: You must not currently hold a licence in Victoria or any other Australian state
Step 2: Study for the Learner Knowledge Test
The Learner Knowledge Test (LKT) is a computer-based multiple-choice test covering Victorian road rules. You need to score correctly on 32 out of 32 questions — it’s a 100% pass mark, so thorough preparation matters.
Study the official Road to Solo Driving booklet (free PDF on the VicRoads website) and complete their free online practice tests. Common topics include speed limits, give way rules, road signs, alcohol and drug limits, mobile phone rules, and tram and hook turn rules.
Step 3: Gather Your Identity Documents
VicRoads uses a points-based identity system. You need documents totalling at least 100 points. The most common combination is: Birth certificate (70) + Medicare card (25) + utility bill (25) = 120 points.
Step 4: Book Your VicRoads Appointment
You must book online at vicroads.vic.gov.au — walk-ins are not available at most centres. Book 1–2 weeks in advance, especially at busy Melbourne centres.
Step 5: Sit the Test, Pay the Fee and Get Your Permit
On the day bring all identity documents, your booking confirmation, and payment. The test is on a computer and you’ll receive your result immediately. If you pass, VicRoads issues your permit on the spot.
Step 6: Understand Your Learner Permit Restrictions
- Display L plates on the front and rear of the vehicle
- Be supervised at all times by a fully-licensed driver (minimum 3 years full licence)
- Zero alcohol — BAC must be 0.00%
- Speed limit: max 100 km/h
- No mobile phone use in any form
- Log all driving hours in your Learner Log Book
Step 7: Log Your 120 Hours and Book Professional Lessons
